Need to have a site where members register, submit pictures, and vote (sort of like http://www.ratemykitten.com/)

If I'm starting from scratch, how long do you think it would take to make?

Looks like a job for Rails if speed is your goal. I've seen stuff like that go live within hours.

Php/MySQL. I haven't used rails, but that might be a good alternative as well.

Not necessarily complicated if you use WebMatrix. I find rails also has a fair amount of learning required if you've never used it before. Php/mysql is probably the easier to get started without prior experience.
