Any one of these should be able to download video from youtube (or another video website)
You can use
FLV Extract to rip audio from flash
Then you'll need an audio editor:
Audacity
Lame Encoder (for exporting mp3 in audacity)
Or even window's recorder can slow/speed up audio, which could work if it suits your needs. You may have to re-encode the mp3 to wav and then back to mp3, though. You don't have to use youtube as a source, but it may have just about everything you could ask for.

Import to audacity or your program of choice:
A few effects can produce sci-fi type of sounds:
Finally, save your work or simply export it. (As mp3)

This example sounds pretty bad and is mostly useless for any kind of sound effect. But it is just an example of what you can do. Perhaps someone will come along and share the formula to creating protoss or zerg sounding effects. (I'm too lazy
