I'm having the same problem as Borgot. If I'm understanding what you are saying. We go to "Create Lobby" -> Edit Settings -> Enable cheats -> create game. I've done this with bots, no bots, and spectator mode. But I keep getting the sv_cheats needs to be 1. Is there some other game type that we are suppose to create?

The sv_cheats are locked normally for everyone even if you enable cheats in lobby, so you have "unlock" them using davidhustler/godhacks (he reuploaded the file) [DOTA2] dota_camera_distance cvar unlocker file. viewtopic.php?f=215&t=487050 . Took a bit to figure out Teboga but finally got it working thanks again.

I get my offset watching a downloaded replay, you can do more things there and you are not blocked by the sv_cheats, it's an easier way than creating a lobby also chinamese is correct on new offset.
